If I force it by deliberately applying the style to a paragraph, it then appears correctly and typing some following paragraphs also works correctly (existing paragraphs with the original incorrect style do not get corrected). If I type a few paragraphs the following paragraphs also do not get the style. When I create a header then hit return it should go to my style for the next para, and sure enough the displayed style name is the correct one - but the first line indent is not there. I created a paragraph style with a 0.5" first-line indent, then set this as the "next style" to be used for this style and after headers.
